Keystone’s Electronic File Format closely models the Federal File format.

To locate the proper taxing jurisdiction numbers for your file, please visit the “DCED stats” on Pennsylvania’s Community Services website. You may also download the Full List of Jurisdictions from the PA website.

When filing your payroll withholdings with Keystone, please submit the data via disk along with the withheld tax payment.

Employer Online Filing

To make electronic filing easier for your business, Keystone now offers a new Business Portal to this website. Keystone’s Business Portal enables employers to report and download payroll withholdings directly and free of charge.
