Act 32 Timeline Update
As we rapidly approach County Wide EIT collection,
it is important to keep in mind the timeline Act 32 mandates.
By this time, each School District, Township and Municipality should
have already named their representative to the Tax Collection Committee (TCC).
This person will be responsible for voting the best interests of their respective
political subdivision as these new committees are formed.
The Department of Community and Economic Development (DCED)
has provided a complete listing of the weighted percentages each
delegate’s vote will carry. By this time, each county should have
also given public notice and notification to DCED of the date for
the first meeting of their TCC. The initial meetings for each county
should be held prior to November 15th deadline.
The initial focus of each TCC will include the selection of Officers,
a Solicitor, and adoption of By-Laws. Once the preliminary framework
for operations has been established, each TCC can start the process of selecting
a collector to service the needs of their Tax Collection District
Important Dates to Remember
- Bylaws approved by TCC. April 15, 2010
- Appeals boards appointed by TCC. June 1, 2010
- Tax collectors for 2012 appointed for TCD by TCC. September 15, 2010
- Notify DCED of the appointment within 10 days of appointment No later than September 25, 2010
- Determine whether Tax Officer will collect 2011 income taxes November 1, 2010
- Notify DCED of determination of whether Tax Officer will collect 2011 taxes December 1, 2010
- Transition plans from old to new collector completed July 1, 2011
- Transfer of all documents and responsibilities to new collector June 30, 2012
- Full Implementation (New withholding rules & 69 collectors). January 1, 2012
